Summary
The present study puts the accent on the public sector within the system of the national economy, the territory and administrative division of the European and world countries and the analysis of the financial parameters of the budgets of the Bulgarian municipalities. Based on empirical data, it makes a comparative analysis of the social and economic management of the local fiscal units of Pleven and Lovech districts. Each of them is rated by the expert valuation method.
