Summary
In recent years, regional policy at European Union level has entered a new planning paradigm, promoting the implementation of integrated territorial investment as a tool for intervention on the sustainable development of territories. In this regard, the study of the administrative capacity of regional planning is extremely relevant and useful. The aim of this study is to outline the main competencies of planning specialists in the implementation of integrated territo¬rial investments as a tool of regional development policy. Research tasks have been set to achieve this aim. The modern approaches for regional development, the policy for sustainable development at regional level and the specific features of the integrated territorial investments are considered. Research emphasis is placed on the organizational and administrative aspects for the implementation of integrated territorial investments, both in the EU and in Bulgaria. Based on em¬pirical research, an expert assessment of the capacity for planning public policies is given, by applying the new impact tool. The planning of the regional development, based on competencies, is considered and a conceptual competence profile of the planning specialist is proposed. Using methods such as induction, deduction, synthesis, comparative analysis and content analysis, the main points of regional development planning based on competencies, including information and communication ones, are derived. As a result, identified weaknesses and challenges are highlighted and the prospects for planning science and practice in general are outlined
