The aim of the study is to define the basic theoretical and empirical aspects of the modern forms of joint ventures in Bulgaria. The authors have set several tasks: to study the status of the current legislation regarding these forms; to identify the main obstacles to their wider occurrence; and to offer ideas for their further development and effective implementation. The research thesis that is defended is that Bulgarian entrepreneurs are competitive with global companies and can establish their brands and know-how, and the advent of global franchise chains, the building of modern clusters and joint ventures in Bulgaria would help to promote the advantages of these business models. Based on the study the following key results are achieved: the conceptual formulations of the modern forms of joint ventures are theoretically summarized, the major modern forms for joint ventures in Bulgaria and the regulatory framework for their operation are highlighted and recommendations are made regarding the opportunities for wider application of the modern forms of joint ventures. -

Modern payment systems, like all innovative solutions, strive to fully meet the technological capabilities and business requirements. Companies are increasingly using electronic tools as their primary means of payment and doing business. Today, the use of bank cards, electronic banking and online payment systems are the most preferred means for financial relationships between organizations, companies and citizens. This study aims to present the use of bank cards as one of the most promising tendencies in the development of electronic payments in the country. The main tasks of the study are to examine the current state and prospects for the implementation of bank cards in Bulgaria, the risks and problems facing these banking products, especially in the field of security, and to prepare SWOT and PESTEL analyses of this payment method. The main research thesis is that the new methods of electronic payments, including bank cards, mean provision of adequate banking services, maximally convenient and efficient for consumers, which increases their competitiveness. Based on the study, we can conclude that bank cards are becoming more prevalent in Bulgarian practice, but their application is related to solving a number of problems in terms of their security. -

The purpose of this study is to examine the potential of the technologies of cloud computing and Web 2.0 for turning e-learning into an effective business practice for Bulgarian organizations. To achieve this objective, the authors solved the following tasks: studying the socio-economic aspects of e-learning and the use of cloud computing and Web 2.0 in education; analyzing cloud-based e-learning models; examining the current status of e-learning in Bulgaria and the prospects for turning it into an effective business practice; proposing an authors’ model for cloud-based e-learning, suitable for the needs and peculiarities of Bulgarian organizations. The research thesis of the study is that cloud computing and Web 2.0 technologies have significant and multifaceted (technical, economic and social) potential for turning e-learning into an efficient business practice. For this purpose, Bulgarian organizations can adapt different strategies and models. -

The basic idea of the research is inspired by the vivid controversy about the quality of higher education and the unsatisfying position of the Bulgarian higher educational institutions in the international and European charts. However, there is free potential for better institutional management of the educational institutions within the framework of the autonomy secured by law. This potential can be found in the presence of large datasets. Intelligence systems need to be established in the universities in order to have systematic and automatic integration, data processing and analysis of these large datasets. The objective of the research is to present the capabilities of the business intelligence system that has been developed and established at the D. A. Tsenov Academy of Economics, Svishtov. Such system would dramatically increase the capacity of the academic leaderships for taking prompt, informed, well-grounded and proactive governing decisions – to be more adequate regarding the more and more dynamic and rival educational environment, as well as the rapidly changing learning needs of the students. -

This study presents the results of an empirical research conducted in 2015 on the impact of the scheme for co-financing insurance premiums on the development of agricultural insurance in Bulgaria. The main objective is to study the impact of the scheme for co-financing insurance premiums of farmers on the development of agricultural insurance in Bulgaria. The thesis statement is that subsidizing farmers through co-financing insurance premiums, which is part of the Common Agricultural Policy of the European Union, changes the ways of offering agricultural insurance, streamlines the services offered to farmers using insurance, improves the communication between companies and farmers and facilitates the search for information and the purchase of agricultural insurance by farmers. Balanced subsidizing of insurance premiums will lead to an increase in the development of the insurance companies and the market as a whole, and hence to achieving their strategic goals successfully. The thesis statement is proved by solving the following major tasks: - the data showing the state of agricultural insurance in Bulgaria is systematized and analyzed; - the dynamics of the development of agricultural insurance for the period after the introduction of the scheme for co-financing insurance premiums is studied; - the expected benefits to farmers, insurance companies and the state from continuing and expanding the scope of the scheme for co-financing insurance premiums are highlighted. It was found that more and more farmers show interest in the scheme for co-financing insurance premiums and benefit from it. As a result, the scope of agricultural insurance increases substantially. -

Insurance is a specific business and as such it has its own regulations. Voluntary insurance is a rule the exception of which is namely the introduction of compulsory insurance. Compulsory insurance is introduced on the one hand, when there is a high risk of violating the public interest, and on the other hand, when the performance of professional duties of certain categories of individuals is associated with the risk of violating the rights of others. The purpose of this study is to highlight the positive features of compulsory insurance and to outline the basic organizational principles for its implementation. The main thesis advocated in the study is that compulsory insurance is not an obligation only of the insurer, but it is also the right of users of insurance services, ensuring security to carry out compulsory insurance under competitive market conditions. The thesis is proved through the task to investigate the current state of compulsory insurance as general conditions and market positions. The study achieves the following outcomes: an opportunity to identify practices in this area is provided; combining the scientific research and empirical dimensions of the issues defined regarding the principle of integration between the expertise of the academic staff of two departments of the Academy of Economics, the creativeness of doctoral students and the fresh ideas of students. -

To best protect the national and European interests in the process of funds absorption requires complying with certain criteria such as legality, efficiency and economy. Applying them requires good functioning of the accounting systems and timely internal control on the administration of EU funds and programmes. The processes of absorption of EU funds throughout the Union are accompanied by attempts of fraud and abuse. Bulgaria is the only country in which no one has been convicted for illegal actions with European funds so far. This omission is not due to lack of offenders but to the imperfection of accounting and control systems. They do not function effectively, and therefore are unable to identify infringements or provide convincing evidence for them. Internal audit is part of the system of public internal financial control established by the executive authorities. Its purpose is to confirm that the spending of national and European public finances is carried out in accordance with the legislation of the Republic of Bulgaria and the Directives of the EU Council. It must ensure the protection of public property, the proper preparation and correctness of financial documents and the accounting policy applied. -

The complex of tasks that a governing body solves daily brings out the need to study accounting as an information system that provides accurate, timely, reliable, useful and quality information for the management of an enterprise. In order to achieve the main objective the following tasks are performed: the role of accounting information in managing an enterprise is studied; accounting is analyzed under the conditions of the general instability of the global economic system as a tool for enhancing the information provision of optimal pricing; the principles of the environmentally oriented analytical accounting system of an enterprise is explored. The main research thesis of the study is that the successful development of any enterprise is dependent on the decisions of the governing body, therefore they must be based on reasonable, substantial, reliable and comparable accounting data on the state and changes in property. The research gives us reason to formulate the following conclusions: competitive enterprise management is modelled on the basis of timely, reliable and quality information provided to the fullest extent by accounting; the business conducted by enterprises in an economic crisis and strong intercompany indebtedness imposes the need for a new look at accounting the receivables from clients of the enterprise. -

The study presents part of the research project “Current issues in the organization and the accounting aspects of the ‘Cash reporting of value-added tax’ special regime“. The present study outlines the degree of impact of the changes on the enterprises applying this regime by analyzing the theory and practice in terms of the specifics, the advantages, and the problems in organizing and accounting the ‘Cash reporting of value-added tax (VAT)’ special regime. The challenges facing the organization and accounting of the enterprises applying the regime are tracked. Proposals are formulated for improving the existing practice. The strengths and weaknesses in the organization and accounting of the estimates by VAT of the economic units are characterized based on the analysis. -

The study discusses marketing approach as a kind of catalyst for regional development, since it focuses on the relation between regional competitive advantages and interests, preferences and needs of the target markets for the region. The main objective of the study is to present the characteristics of the regional marketing profile of the peripheral municipalities as an innovative approach in local government through which to promote the attraction of exogenous and endogenous entrepreneurial and investment interest. The main research thesis is that the development of a regional marketing profile is an innovative practice which will support local economic development by encouraging the process of attracting foreign direct investment and increasing local entrepreneurial interest; all of these will contribute to a stronger involvement of local stakeholders towards endogenous development and will increase regional competitiveness. The results are: the study specifies the measures for the implementation of marketing approach in the practice of regional development in our country, focusing on the ‘local comparative advantages – preferences, interests and needs of the regional target markets’ relation. The development of regional marketing profile is directed to satisfying the information needs of local and foreign entrepreneurs and investors and to positioning a territorial unit in their minds as a desirable location for doing business. -

The present study provides a thorough and in-depth analysis of the legal regime of the taxation of natural persons’ income – in particular, derived from an economic activity, as contained in the Law on the taxation of natural persons and in the relevant provisions of the Law on corporate taxation concerning the taxation of natural persons’ income resulting from a commercial activity as sole traders. This study aims at considering the application in practice of the Law on the taxation of natural persons through the prism of economic development in our country, by raising certain points for discussion and suggesting possible improvements of the substantive and procedural legal rules for the taxation of income derived from an economic activity. The object of the analysis is the taxation of natural persons’ income derived from an economic activity in accordance with the provisions of the Law on the taxation of natural persons. The subject of this study is the legal regime and organisational issues which may arise in the context of the creation, modification and closure of fiscal legal relations in terms of the taxation of natural persons’ income derived from an economic activity. The research thesis which will be defended herein is that the improvement of the legal regime and the organisational aspects of the control of the taxation of natural persons’ income derived from an economic activity contribute to the increase in tax collectibility, the reduction in tax avoidance and the increase in the financial stability of economic actors. -

The study is based on the thesis that integrated production is a system for agricultural production, processing and realization of food, which optimizes the use of resources and natural regulation mechanisms, ensuring viability and sustainability of agriculture in the long term. In this regard the main research objective is deduced: studying the opportunities for development and the problems in practising plant-growing integrated production, as well as the prospects for sustainable development of the agricultural sector. The specific tasks are related to disclosing the economic, ecological and social benefits of integrated production; identifying its problems, assessing the readiness of economic subjects for sustainable integrated production and outlining possibilities for coordination and interaction in its development in the rural areas. The results of the study are: working out approaches to reduce the risks and impact of pesticide use on human health, stability of agrarian-ecosystems and environmental pollution, through long-term sustainable development of agricultural business and increasing the viability of the rural economy; preparation of an alternative model for sustainable agricultural development based on the integrated production of plants and plant products; displaying the advantages and challenges as an opportunity for manufacturing high added-value products while managing sustainably the natural resources. -

The study aims to evaluate the development opportunities of the strategic innovation potential of agrarian businesses, as a major factor in improving their competitiveness. In this context the following tasks are set: identifying barriers in the implementation of innovation as a means to increase competitiveness of Bulgarian agrarian businesses; studying and evaluating the innovation potential in agrarian business on the example of the North Central Region; analyzing and assessing the readiness of agrarian businesses from the North Central Region to apply and develop innovations; outlining the possible strategies for developing the innovation potential of the respondents. The main thesis of the study is that because of the very specific nature of the agricultural sector production the competitiveness of agrarian businesses is highly dependent on the implemented innovation and innovation strategies. The study highlights the following conclusions/results: increasing the innovation potential of agrarian businesses is a factor to improve their competitiveness; in Bulgarian agribusinesses the focus is still inside the business structure and very rarely is directed outside to consumers and market demand; the prevailing sole proprietorships in agribusiness and reconciling the functions of owner and manager lead to underestimation of the need for a strategic approach to achieving long-term objectives; besides, a significant part of them do not set long-term goals. -

Internationalization is a key indicator of the modern economic system. Researchers are trying to cover and analyze the occurring dynamics, but they do not always give an accurate answer and explanation of the issues that arise. In the wine industry the internationalization problems are many and are not sufficiently studied. The aim of the study is to highlight the internationalization prospects for wine companies in our country. The research tasks are to study the practice of internationalization, its form of manifestation in companies of the wine industry in Bulgaria and evaluate the factors affecting the companies in the industry in the process of internationalization. The main research thesis is that internationalization in the wine industry can be seen as a historically formed process that is still evolving and that shows stability over time. It is imposed through various forms of manifestation, the knowledge of which leads to increased competitiveness and success based on gained experience and knowledge. The study reveals the importance of internationalization in the wine industry for the development of the Bulgarian economy. The theoretical formulations clarifying this process are studied and the results of an empirical study carried out in the wine industry are presented. -

The objective of the study is to research the state and trends of volunteerism in our country and to outline the prospects for development. In this respect, the main tasks are as follows: to research and summarize the latest theoretical formulations and normative documents on the discussed topic; to present an objective analysis of the current situation in Bulgaria regarding the existing perception of and attitude towards volunteerism; to carry out a survey among volunteers, which will shape up the profile of the Bulgarian volunteer and the parameters of the existing practice; to define the condi¬tions imposing the need for confirming volunteerism as an important element in overcoming the consequences of the financial and economic crisis and as a tool for social inclusion of disadvantaged groups. The main research thesis that is defended is that in our country volunteerism is acknowledged as a useful and significant activity for the European community, state and society, and it is expected to play an even more significant role in the support of important social systems of the European countries in the future. The survey we have carried out focuses on individuals who perform volunteer activities within volunteer organizations or individually. The state of volunteerism as a phenomenon is outlined and ideas and recommendations for its development in the new economic realities are formulated. -

When implementing the Common Agricultural Policy of the European Union the agricultural sector needs to have well-trained specialists to optimally expend the funds envisaged in order to meet the dynamic challenges facing it and contribute to achieving the goals of the Europe 2020 Strategy for smart, sustainable and inclusive growth. The purpose of this paper is to study and outline the modern aspects of agricultural holdings management. It focuses on the following tasks: studying the theory and practice in terms of the management of agricultural holdings; identifying the problems that influence agricultural holdings management; evaluating the state of the agricultural sector in terms of the opportunities to conduct an economic survey in the field of agricultural holdings management; making recommendations and conclusions regarding the agricultural holdings management. The object of study is agricultural holdings. The subject of study focuses on the modern aspects of agricultural holdings management in teaching students of economics. The research thesis emphasizes the need that agricultural holdings should be managed by trained specialists, who are professionally and technically competent – a prerequisite for the development of the agricultural sector. The above stated is a reason to look for ways for better and high-grade training when preparing agricultural economists in the context of the Common Agricultural Policy of the European Union. -

In today’s conditions of globalization, it is not enough to achieve sustainability of management and administration. The application of innovative methods and approaches related to decisions and behaviour leads to competitive management and administration. Thus, business organizations survive and increase their efficiency. The objective of this study is to examine the possibilities of power decisions and behavioural approaches for achieving sustainability and competitiveness in management and administration. The thesis that is defended is the achievement of sustainability and competitiveness in management and administration through power decisions and behavioural approaches. In order to justify the main objective, the following tasks are set in the study: 1. Studying and analyzing the categories of ‘power’ and ‘behaviour’ in management and administration; 2. Revealing the relationship between power and behaviour and sustainability and competitiveness in management and administration; 3. Describing power decisions as a factor to achieve competitiveness in management and administration. As a result of the study, the objective is achieved; conclusions and recommendations are also made to justify the thesis. -

The development of information and communication technologies (ICT) and introducing them into all spheres of life is a prerequisite for increasing the use of information technologies to enrich the course content and introduce innovative educational technologies and methods in the training process. The aim of the study is the improvement of training in statistics by improving computer and information provisions for students, using modern statistical software, and having access to the existing statistical information systems and databases. All these will result in improving the quality of theoretical knowledge and ongoing practical and applied research of students in ‘Statistics and Econometrics’. The characteristics of statistical information systems of the National Statistical Institute and other statistical institutions in Bulgaria are clarified. The trends in the development of statistical and econometric software are examined. Basic statistical and econometric software products, applied in the training process of students in ‘Statistics and Econometrics’ are presented. The research thesis relies on the belief that in today’s globalizing and dynamic society the use of the potential of ICT in training students in ‘Statistics and Econometrics’ is essential for improving the quality of education and achieving high standards of training, which are important conditions for their successful career -

The idea of creating a European Banking Union occurs in times of crisis after identifying some gaps in the activities of the existing establishments and institutions and their inability to ensure the smooth functioning of the banking sector in the European Union and in the Eurozone in particular. Over the last three years (2012 – 2015), a number of measures for the institutionalization of the European Banking Union have been taken. These measures have led to contradictory views and have raised a number of questions regarding opportunities and dangers of its application. The subject is topical so the study tries to clarify the need for the existence of the European Banking Union and revises the mechanism of functioning of the European Banking Union through its three pillars. In this context, controversial issues in terms of the practical applicability of the ideas underlying the European Banking Union are outlined, potential positive and negative results in case Bulgaria decides to join the Union are also clarified, and a recommendation on the issue is formulated. The thesis that is defended in the study is as follows: ‘centralization of the regulatory framework of bank supervision, crisis and post-crisis management through the European Banking Union is an objective necessity in order to ensure the smooth functioning of the EU banking sector.’ As a result of its defense, the identified gaps in the national legislation after the global economic crisis and taking into account the loss of institutional trust, including in the banking sector, undertaking timely steps for Bulgaria’s accession to the European Banking Union is regarded as a positive aspect to the banking sector and the national economy. -

This process invariably includes implementation of new educational forms and methods. The current study reviews the modern teaching methods based on learning management systems. It includes an analysis of the key competences required from the specialists in the field of control and analysis and presents the stages of development, approbation and enhancement of the web-based learning management system Moodle.
