The study presents the results obtained within a scientific research project “Risk and return on Corporate investments in human resource and knowledge-based economy”. The research was focused on the study and evaluation of corporate investments in human resource in terms of risk and return of investments. The topic complies with the common criteria for academic scientific research and the recommended interdisciplinary types of research. The research may be characterized by the following features: • A complex research on a problem with high levels of topicality and importance for Bulgarian companies. • The empirical data outline the practice and profile of the managerial decisions for corporate investments in human resource. The research resulted in segmentation, grouping and comparing of the common practices for taking managerial decisions for investments in human capital. • The results of the research include a database of relations and dependencies. • The field of the research has a markedly interdisciplinary character and includes scientific and research problems from the fields of both the financial and the managerial science. -

The state of the investment flows – inside and foreign - in the country was explored in the present research for the period 1996 - 2007, the type of interaction between the two types of investing and the direction of the influence on the direct foreign investment on the investments behaviour of the Bulgarian economics. In the article is made a qualitative characteristic of the investment flows and estimate the degree of progressiveness (or regressiveness) of the specialised structure of the inside and the foreign investments. There is quantified the effect from the investment’s specialised structure to the investment flows on the process of the economy reconstruct in the country and is established our trend. -

The implementation of the statistical methods for quality control of the technological processes is an important approach that ensures a substantial increase in the quality of the production. The statistical methods for quality control are wide spread practice in the developed countries. On the contrary they are almost not implemented in the Bulgarian economy and as a result achieving high quality by the European standards is only a good intention. The survey performed in about 300 enterprises from the machinery construction industry in Bulgaria have shown that the statistical methods are unknown to the workers in that branch of industry and that they have not been implementing such methods in the practice despite their obvious advantages. Thus it is necessary for the Ministry of Economy and Energy to undertake practical steps on the implementation of statistical methods for quality control in the machinery construction enterprises by developing a “Strategy” in which to define the priorities of the Government, the measures and the financial resources that will ensure the training of specialists and the implementation of modern systems for quality management. -

In the last few years the structural changes in the public sector management system of our national economy have had an impact on the control systems in the various units of this sector. The EU requirements to restructure the financial control systems in the member states specify the requirements and the mechanisms for the implementation of this process. As a result there has arisen the specific need to restructure the financial management and control systems in the public sector units of the Republic of Bulgaria. Almost two years after the accession of our country to the European Union, the problems related to the euro integration in the public sector control systems are as serious and open before the government and management science as during the preparation for EU accession period. To study this problem a research was done in 2008 by a team of authors under project ¹ 19 „Development and effects of the functioning of financial management and control systems in the public sector”, as included in the plan of the Institute for Scientific Research at carried out research on the specific problems can be summarized as follow: First – at present the legislation reform concerning the control in the public sector organizations has been completed. As a result a Law on the Financial Management and Control in the Public Sector has been effective since 2006. At present there is an undergoing process for bringing the financial management and control systems of budget credits authorizing officers at all levels in conformity with the legal framework. Second – the EU requirements to restructure the financial control systems in the member states also include the development of principally new for our practice internal control systems at level budget credits authorizing officers (FMCS). The new changes are in the structure of the systems (components and their characteristics), the methods and technology of their functioning, the commitments and the responsibilities of the management of the organizations as regards control. Third – The European theory and practice clearly shows the need from and the efficiency of the implementation of such internal control systems, which provide for the effective, economical and efficient implementation (execution) of the activities in state and local administrations. Similar systems provide for the transparency of the processes and at the same time shall support the control structures in the executive power system at state level in the execution of internal audits in public finance management. -

The goal of the current research is to analyze two major points: The rural tourism is one of the government’s instruments for achieving strategic goals in the development of the rural tourism for the period from 2007 to 2013 ; There are forming productive and customary recesses in the rural for development of the rural tourism. The communes in Bulgaria are 81% in territory and 42% in population. There is disbalance in the development of the city and agricultural sectors in matter of economic and educational level, demography, access to basic services etc. Over 80% of the communes define tourism as a priority. Only 26% from the people living in the agricultural sectors work additionally – rural tourism, hobbies etc. Only 370 hosts work in the field of rural tourism. Examining the rural tourism as a limited sector of the economy (agricultural, tourism, transport etc) allow identifying the productive and customary recesses, which on one side will satisfy major part of the government’s strategic goals for development of the agricultural sectors, and on other side will prove the rural tourism as a profitable business for Bulgaria. -

The concept of eco-efficiency and its assessment is closely related to sustainability and has received increasing public attention. In this project the general concept, applicability, relation to sustainable development and the existing in the literature approaches for its measurement are given. The barriers to eco-efficiency application are commented. New scheme for eco-efficiency assessment, based on the Impact Pathway metodology is given and possible users are identified. The results of the project will be implemented in the educational process. -

The basic goal of the work is on the ground of the leasing theoretical concepts and research of the practice existing in our country to genreate ideas for giving assistance to Bulgarian enterprises in their ambition to implement ecological marketing for manufacturing and salling biofuels, that are presumed to be environmentally safe. As to suggest other approaches for working to attract new customers and to keep the present key customers, which will broaden the marketing presence with (marketing share) and to increase competetiveness of the business. -

Among the priority management goals of any higher education institution are to obtain higher professional qualification and to enhance the possibilities for students’ professional realization. The discussions about the adequacy of the training which the graduates of economic higher education institutions receive are multilayer and they are characterized by inherent contradictions in interests. One of the major reasons for these contradictions is founded on the lack of adequate and timely measures for “successful” student qualification profile. This causes a “fuzzy” perspective for a good professional realization. The focus of the study is in the institutional research area. It describes the process of designing, developing and deploying a methodology for measurement and monitoring of student’ qualification profile. -

This fact necessitates a research on the compatibility of web-based and conventional assessment methods and forms. The paper summarizes the results of a research which aimed to investigate the degree of compatibility of the conventional (“paper-based”) and web-based (“digital”) didactic tests and to formulate recommendations for the practical implementation of the innovative testing formats.
