The research has a theoretical and practical aspect, it also has an applied character and it is focused on the realistic picture of the starting position of the Republic of Bulgaria on its way of the accelerated development in the context of the goals, resulting from the decisions of the Lisbon Strategy.
GDP is the most important synthetic macroeconomic indicator, characterizing the effectiveness of the economic system’s functioning. GDP is strongly dependent on the productivity and the economic competitiveness. From this point of view any research of the GDP is a question of present interest and it is an expression of the desire to make some contribution to the Bulgarian nation’s ambition to be an equal partner in the European and the World institutions.
We will try, on the basis of the research results, to outlay the priority aspects, which should be the basic aim of the Government authorities in the country in order to achieve evident positive turning point in the growth rate of GDP, as the basic aim is to increase these growth rates in order to gain on the European standards.

Interdependence between humanity and nature requires rejection of the traditional option, namely, a high maximum and prosperity through the predatory use of natural resources to depletion, pollution and intensive damage to the environment with products of civilization. Must be recognized and accepted as the only possible, reasonable and appropriate option ecological morality associated with moderate prosperity in complying with environmental consequences in mind for future generations. In the Bulgarian theory of ecology, yet there is insufficient research on the results of the direct exploitation of biological resources in mountain areas, which affects in an uneven degree ecosystems, habitats and taxa. Research has been conducted and identify opportunities to integrate activities in mountain areas (Samokov municipality) associated with environmental and business activities in these areas and outlining the trends and ways to protect biodiversity in accordance with the principles of sustainable development.

Based on empirical data, it makes a comparative analysis of the social and economic management of the local fiscal units of Pleven and Lovech districts. The main aim of this paper is to investigate the debt capacity of the Bulgarian municipalities as an area of the municipality finance, requiring decision-making based on modern methodology. Those decisions are exceeding the traditional one year planning horizon. With the introduction of the multy-year models for budgeting and analyses of the capacity of municipalities’ debt issue it is allowed to consider with the unique characteristics of the municipality debt-issuer. Such approach enlarges the capabilities in front of the municipal financial management. Therefore it is confirmed that Bulgarian municipalities are able to maximize the effects of absorption of operating programs funds through development of the capacity of co-finance, including debt issue. Such policy could be introduced in borders, guarantying acceptable debt services under the conditions of various, multiyear scenarios for the development of the local community under the condition of fiscal decentralization.

The research focuses on the possibility to improve the project management system by forming a unit that shall manage the project portfolio (Project management office). During the process of organizing and functioning of the Project management office particular attention is paid to the team and project approach. An important role in this process is played by the project thinking and behavior corresponding to the concrete situation. The paper also presents a functioning model of the project management system. Moreover, it introduces a methodology for developing and improving the project management system in the project-oriented organizations. The methodology is approbated in real environment. The analysis of the results forms the basis for making conclusions and recommendations and opening perspectives for developing and improving the project management systems in the researched organizations.

This study has a theoretical and practical character. Theoretical problems are considered in direct connection with the operation of the educational system, informational provision of educational research and selection of appropriate indicators to effectively measurement of educational achievement. It is performed a comparative analysis of the scope, curriculum content and evaluated competence of the educational and examination programs for the state matriculation exams and application programs in higher education. Applied aspects include constructing the socio-demographic profile of the candidate student in the D. Tsenov Academy of Economics, segmentation of candidate students according to their preferences and performing series of hypotheses which test differences in sexual, territorial and other nature. It is applied a methodology of measurement the educational attainment of basic education to ensure quality higher education. It is also approbated various models to estimate relationship between the degree of preparation in the basic education and results of candidate student exam.
