The aim of study is to reveal the current status of the reforms in Bulgaria as well to define the factors influencing the financial capacities of the Bulgarian municipalities. This will consequently define the capacity of the local self-government to provide adequate public services in the new economic environment. To these ends the study employs various scientific methods and approaches: the comparative method, the observational method, the descriptive method, the regression-correlative approach. The main research thesis is related to studying the factors whose adequate control is a prerequisite for optimization of the quality and quantity of the local public services. The following results are outlined in the theoretical and empirical research in the study: defines the importance, types and specific traits of decentralization as a managerial concept. It also clarifies the distinction between financial and fiscal decentralization, analyzes the local government reforms and identifies the factors influencing the municipal revenue from business activities and fees. The topical nature of the study arises from the growing importance of the local government. The collabo-ration between the central and the local government is essential for the municipalities in the Republic of Bulgaria. In this context a proper decentralization policy would be a significant factor for the optimization of the financial decision-making in the public sector.

The application of the strategies for management of relationships with customers gives a possibility for the enterprises to increase their incomes through: realising of products and servies on the market, that correspond to the consumption needs of the customers; improvement of service and working with customers; optimizing the process of negotiating with the customers; keeping existing and attracting of new customers; more effective realization of the enterprise products. The basic goal of the work is on the ground of the leasing theoretical concepts and research of the practice existing in our country to genreate ideas for giving assistance to Bulgarian enterprises in their ambition to implement new methods and approaches to keep the present key customers, as to suggest other approaches for working to attract new customers, which will broaden the marketing presence with (marketing share) and to increase competetiveness of the business.

Usually this meaningful knowledge is hidden among the educational database. The current research is focused on the examination of the possibilities to adapt the industrial data mining technology to customer relationship management and administration in higher education. Based on data mining predictive algorithms, a model for analytical student relationship management is designed and implemented in real world higher educational institution (Tsenov Academy of Economics).

They mobilize and transform into active capital significant part of the money resources of the Economy, they do the payments between companies and population also they realize various credit, investment and other operations. In such a way the banks permit to set in motion the savings sourced from the lack of correspondence in the goods and money movements, to settle down timely and without losses the relations between the enterprises in the country and these from abroad. The banks are a strong factor in the realization of the financial policy of the country. Due to the close relations with the regulatory organs and the Government, and also with the Instructions applied, the banks play basic role in supporting of the public trust into the money system. Due to this reason there is a considerable interest to the successfully functioning of the banks, especially what concerns their liquidity and solvency. The role of the Accounting and the Accounting policy in this process are very important. They will be object of this research.

In this study we investigate the economic consequences of environmental policy and in particular the impact of the Kyoto Protocol on the attractiveness of the national economy for FDI. We propose several alternative indicators for evaluation the strictness of environmental policy. The indicators are used in specifying an econometric model. We use this model for measurement of the economic impacts of the Kyoto protocol enforcement on the level and destination of the FDI in pollution intensive sectors. We find a strong correlation between FDI level and strictness of environmental policy measured with the carbon intensity of the host country economy. We use the model for assessment the economic impacts of Bulgaria’s accession to the European emissions-trading scheme.

The reaching of European standards of education and convertibility of the educational product are quite serious arguments for the search of opportunities for improving education. The approaches for structuring the analysis, as well as its modern trends are examined with reference to the new realities. The information sources are evaluated critically and ideas are offered for the analytical activity organization. The modern trends in the educational process are outlined and their applicability is emphasized in the teaching of business analysis students and practice specialists (managers, accountants, auditors, etc). The emphasis is on multimedia presentation of lectures and the use of innovative visual aids. Approved practices are presented which have proved their importance for stimulating the self-dependent work of the students.

The paper reviews the main characteristics of the innovation activities of Bulgarian companies operating in the cosmetics sector. Based on the existing competences related to the implementation of investment projects within the innovation corporate activities the authors propose a methodology outlining the principle project management iterations. It is intended to improve both the efficiency and the quality of the projects implemented in this sector as well as to improve the overall competitiveness in it.
