In recent years, regional policy at European Union level has entered a new planning paradigm, promoting the implementation of integrated territorial investment as a tool for intervention on the sustainable development of territories. In this regard, the study of the administrative capacity of regional planning is extremely relevant and useful. The aim of this study is to outline the main competencies of planning specialists in the implementation of integrated territo¬rial investments as a tool of regional development policy. Research tasks have been set to achieve this aim. The modern approaches for regional development, the policy for sustainable development at regional level and the specific features of the integrated territorial investments are considered. Research emphasis is placed on the organizational and administrative aspects for the implementation of integrated territorial investments, both in the EU and in Bulgaria. Based on em¬pirical research, an expert assessment of the capacity for planning public policies is given, by applying the new impact tool. The planning of the regional development, based on competencies, is considered and a conceptual competence profile of the planning specialist is proposed. Using methods such as induction, deduction, synthesis, comparative analysis and content analysis, the main points of regional development planning based on competencies, including information and communication ones, are derived. As a result, identified weaknesses and challenges are highlighted and the prospects for planning science and practice in general are outlined

The peculiarities of consumer behaviour is of key importance for the successful customer centric approach implementation in tourism marketing. The majority of existing studies focused on Bulgarian tourist market groups customers on the basis of the tourist nationality or the type of tourism practiced. Insufficient researched remains attitudes and expectations. The study aims to segment Bulgarian tourists by using benefit segmentation approach. Benefits are described via 16 binary variables. Data is collected via online survey with 858 valid respon¬ses. The segmentation was performed by cluster analysis. Segments identification is made both by hierarchical and non-hierarchical clustering algorithms. The existence of five segments has been proven. They are profiled on the base of socio-demographic and behavioural characteristics. Recommendations for using the information from the study in business practice and scientific researches are formulated.

The aim of the study is to evaluate the statistical dimensions of the digital economy in terms of cross-section and time-series analysis and assessment of the degree of convergence withinn EU countries. The research thesis is that statistical methods improve the possibilities for statistical assessment of the digital economy and assessment of the degree of convergence within the EU countries. A critical analysis of the theoretical foundations of the essence of the digital economy has been made and as a result a definition has been proposed. A system of indicators, deliberately selected by the authors for characterization of the digital economy, as well as their information sources are presented. A methodological framework of the study of the statistical dimensions of the digital economy has been developed. It consists of - cross-section and time-series analysis, classification of countries into groups and assessment of convergence through the approaches of absolute sigma and beta convergence. As a result of the statistical analysis for the period 2010–2020, an upward trend in the levels of the selected indicators for almost all countries has been identified. Based on the level of indicators in 2010 and the speed of change in the period 2010-2020, the EU-27 countries are classified into four groups - running ahead, lagging ahead, catching up and falling behind countries. Convergence in indicators characterizing the digital economy within EU-27 is assessed upon the methodology of absolute beta and sigma convergence.

The object of study is the organisational and economic issues of insurance and social affair, and the subject – the institutional framework of training in insurance and social affair in D. A. Tsenov Academy of Economics in Svishtov and similar universities in the country. An attempt has been made to argue the thesis that the modern innovative training in insurance and social affair can be a projection only of solid research capacity with theoretical-methodological and practical-applied dimensions, adapting but also incorporating the rich traditions to the dynamics of modernity. The main goal of the research is to outline the market profile of the training in insurance and social affair in D. A. Tsenov Academy of Economics. In this connection the specific tasks are set: - presentation of the traditions and outlining the research foundation of the training in insurance and social affair in D. A. Tsenov Academy of Economics; - carrying out a comparative analysis of the training in insurance and social affair in D. A. Tsenov Academy of Economics – Svishtov as a participant in the imposed cluster approach in the organisation of economic education. In this study, we present the feasibility of applying selected algorithms to rapidly detect regular, common, and recurring patterns of shopping behavior for products or services purchased simultaneously and/or in some temporal sequence. Such analyses are often defined by the term „'market basket analysis“. The object of the present study is the analysis of large data sets of sales transactions observed across multiple individual acts of purchase, and the subject matter is the discovery of the capabilities of some numerical algorithms from the field of machine learning to detect hidden patterns in acts of purchase by processing data from individual customer „market baskets“. The goal is to convince the reader of the possibilities of extracting association rules from big data through demonstrations with publicly available open data. The exposition follows a „concept-to-application“ logic and consistently provides answers to the questions of „why“ it is necessary to do it, „what“ it is done with, and „how“ it is done. After a brief introduction to the logic and specifics of the most popular algorithms for discovering patterns by extracting association rules from large datasets, we provide detailed working procedures and instructions for analyzing and interpreting the analytical results. Finally, we provide a synopsis and provide guidelines and recommendations for using the analytical procedures in a marketing context.

OVID-19, which has emerged as a virus, has grown into a social and economic disaster after restrictive measures have been taken in all countries. Tourism is one of the sectors most affected by the pandemic, as measures introduced to contain the virus led to a near-complete cessation of tourism activities around the world. This study aims to examine the impact of the COVID-19 crisis on Bulgarian tourism and the behavior of Bulgarian tourists. Based on the research, the study aims to identify opportunities to overcome the effects of the crisis and outline guidelines for the development of tourism. The main research thesis is closely related to the aim of the study and defends the authors’ views that the only way to restore Bulgarian tourism is the adoption of specific measures based on an in-depth analysis of the state of tourism business and consumer attitudes towards consumption of tourist services in the conditions of COVID-19. A survey method has been used to study the consumers of tourist services in Bulgaria. All objectives of the study have been achieved as follows: the state of Bulgarian tourism in the conditions of COVID-19 has been analyzed; an overview of the current fiscal and social measures for the recovery of the tourism sector has been made; the attitudes towards the consumption of tourist services in the conditions of COVID-19 have been studied; opportunities and recommendations for the tourism business to tackle the consequences of the COVID-19 crisis have been presented.

Forecasting the financial sustainability of enterprises is a priority problem in the context of modern economic and social conditions. Analytical models that are constructed through discriminant analysis provide an opportunity to predict financial sustainability. Their testing in our country would contribute both to the enrichment of the theory of economic analysis and to the timely detection of the risk of deteriorating financial stability of existing enterprises. In a dynamic and unpredictable environment, attention should be paid to sustainable development procedures, which will help clarify the obligations of investors and increase transparency on the part of financial institutions and companies regarding how they consider sustainable development in the decision-making process. of solutions. In this regard, analytical procedures are established as a particularly important component of the audit, due to the interest of clients not only in their current state, but also in the growth prospects. Such predictions could be made if the assumption that the company will remain operational for the foreseeable future is substantiated beforehand. In the field of statutory audit, one of the main objectives of the EC is: improving the information value of audits for investors and assessment of enterprises. The results of the application of analytical models for assessing the financial sustainability of enterprises can be particularly useful in their timely use to make informed decisions in the field of internal and external control.

The international division of labor is a major factor in changing the international competitiveness of national economies, and as well an engine for changing the balance of economic power in the world. The dynamics of the movement of production factors causes a significant restructuring of trade flows and creates a new international economic specialization of world regions and individual economies, which implies a modern approach to analyzing the modern international division of labor. The international production and export specialization of the Bulgarian economy has been developing over the last twenty years under the influence of two significant processes - the transition to a market economy and integration into the EU - which have led to restructuring and development of new production potential. The changes in the model of international production and trade specialization of the Bulgarian economy are also influenced by other external factors and processes taking place in the international economy, which are objectively related to the process of globalization and its dynamic changes. However, the influence of external factors cannot always change the dynamics and nature of internal structural changes in our country, which could increase the competitiveness of the national economy. The Bulgarian economy needs to update the model of its international specialization according to the ongoing global technological and organizational changes, which means updating the mechanism, forms and tools of formation of current international specialization, which is in line with the modern international division of labor.

The accounting profession has a key place in the economy of every country. The development of technologies and the digitalization of almost every sphere of socio-economic life cannot replace the methodology used by accounting for recording, measuring and analyzing business operations and processes and their results. The dynamism of these processes in combination with the dynamics and regulations in the field of accounting pose educational challenges to educational institutions to prepare accounting professionals who will adequately respond as a set of knowledge and skills to the modern requirements of employers. The object of research in the present study is the educational process in accounting in the specialty „Accounting and Control“ at the Academy of Economics „D. A. Tsenov” - Svishtov. The subject of research is the training of students in Mas¬ter's and Bachelor's degrees, according to the requirements of the labor market for various accounting positions. The main goal is based on research and analysis of the process of training in accounting and the requirements of enterprises from different sectors of the economy to candidates for accounting positions to outline the problems and to bring possible solutions to increase the compliance between accounting training and modern requirements of accounting practice.
